Raymond Kuo

I am an expert on international security, international order, and East Asia.  Currently, I am a Political Scientist with the RAND Corporation.

My first book – Following the Leader: International Order, Alliance Strategies, and Emulation – was published by Stanford University Press in August 2021.  It explains how military alliance strategies generate international order.

My second book – Contests of Initiative: Confronting China’s Gray Zone Strategy – was published by Westphalia Press and the Schar School of Policy and Government at George Mason University in February 2021.  It recommends three courses of action for the U.S. to defeat and deter Chinese coercion in the East and South China Seas.

My other scholarly research has been published in International Security, the Journal of Conflict Resolution, International Relations, Ethnopolitics, and International Migration.

I was previously an Assistant Professor of Political Science at Fordham University and, before that, at the University at Albany, SUNY.  I have also served as the Executive Director of the Midwest International Policy Institute, as well as working in foreign policy and strategy at the United Nations, the National Democratic Institute, and the Democratic Progressive Party (Taiwan), among others.

I hold a Ph.D. in Politics from Princeton University; an M.Sc. in International Relations from the London School of Economics; and a B.A. from Wesleyan University.
